House norms violated for Punjab CM's rally in Manali, alleges Opposition

Leader of the Opposition Partap Singh Bajwa today alleged the parliamentary norms and procedures were trampled and violated today to facilitate Chief Minister Bhagwant Mann’s departure for a “Tiranga rally” in Kullu-Manali along with his Delhi counterpart Arvind Kejriwal.

The Congress Legislature Party MLAs staged a walkout to protest the manner in which the Speaker and the government decided to run the session. Bajwa said three hours were allocated for the resumption of discussion on Governor’s Address and vote on motion of thanks, which was to be concluded today. Accordingly, the list of business showed the same.

The Members of the Legislative Assembly who were to resume the discussion on the Governor’s Address were denied their right by the Speaker by allowing the CM to conclude the debate early and depart for the rally.

“We were misled by the government as the list of business was circumvented by not allowing the resumption of discussion and the CM concluding the discussion on the Governor’s Address.

The CLP leader further said by not following the list of business and contravening Rules 14-A and 23 of the Rules of Procedure of the Vidhan Sabha, the government had violated parliamentary norms. After the complaints were ignored regarding this impropriety, the CLP decided to stage a walkout, he said.
