Ludhiana, July 31

Making a major change in the functioning of the Ludhiana Police Commissionerate, two posts of Joint Commissioner of Police (Joint CP) have been created who will now look after policing of the entire city. However, Police Commissioner Rakesh Agrawal will remain the ultimate authority of the commissionerate.

In police reshuffle in Punjab yesterday, Ludhiana city has got two Joint CPs — Kanwardeep Kaur (IPS), posted as Joint CP Rural Ludhiana, and Bhagirath Singh Meena, posted as Joint CP City Ludhiana.

J Elanchezhian, who has joined here as Joint CP Headquarters, had earned huge accolades when he busted the kidney racket at National Kidney Hospital, Jalandhar. He was then ADCP Investigation in Jalandhar.

Besides, J Elanchezhian (IPS) has been posted as Joint CP Headquarters, Ludhiana.

Agrawal told The Tribune that now the commissionerate had been divided into two zones or two mini-districts. The Joint CP City will look after the working of Police Zone 1 (ADCP 1) and Police Zone 3 (ADCP 3) while the Joint CP Rural will independently oversee the Police Zone 2 (ADCP 2) and 4 (ADCP 4).

“Take it as if the city is divided into two districts and each district has now an independent head, i.e. Joint CP City and Rural. Now, most public interface will be with these two officers. All complaints and inquiries will be marked by these two officers as per their jurisdiction and final inquiry reports will also be signed and filed at the discretion of these officers,” said Agrawal.

Even the transfer of SHOs or any other work related to police stations will be directly seen by these two Joint CPs. Agrawal said whenever public was not satisfied with any inquiry or working of these two Joint CPs, he could always intervene and he was there to extend justice to the public.

He said the purpose is to make the police more accessible to the public. “The office of Joint CP Rural will be set up in the Jamalpur area while that of Joint CP City will be established in the city. The public can directly approach them with their grievances or any other issues. This arrangement is done for the convenience of residents,” said Agrawal.

All three Joint CPs joined their duties today.
