Uncertainty over winter session

Shimla, November 23

Uncertainty prevails over the holding of the winter session of the Vidhan Sabha at Dharamsala from December 7 to 11. Though the Cabinet has not taken a decision in this regard, the issue is likely to be discussed at the all-party meeting with Vidhan Sabha Speaker Vipin Parmar. Even though several Congress leaders, including former state Congress president and sitting MLA Sukhwinder Singh Sukhu, have demanded the postponement of the winter session, the government is yet to take a decision on the issue.

However, the possibility of holding the winter session seems bleak as the government, too, is not keen on it. Since the entire government, including the Chief Minister, ministers, legislators, bureaucrats and the supporting staff, move with bag and baggage to Dharamsala, the possibility of the transmission of the virus remains very high.

The government will wait for the stand adopted by the Congress and the CPM before taking the final call. The possibility of curtailing the session and putting a cap on the number of officials, who will move to Dharamsala for the session, also remains open.

Meanwhile, the government has decided not to hold the Jan Manch. Since the Jan Manch witnesses a large gathering, it has been decided not to take the risk and postpone it for the time being.
