New Delhi, March 5

Lieutenant-Governor (L-G) VK Saxena has given his nod to amendment in the Schedule of the Delhi Higher Judicial Service Rules for increasing the posts of district judge (selection grade) and district judge (super time scale) to 35 and 15 per cent of the cadre strength respectively.

Aim to bolster judicial infrastructure

  • The number of the selection grade posts will increase from 25 to 35 per cent and the super time scale posts from 10 to 15 per cent
  • With this approval, the selection grade posts will total 142, and there will be 61 posts in the super time scale
  • The total cadre strength of the Delhi Higher Judicial Service is 405

Officials from the L-G House said, “The increase in the selection grade posts from the existing 25 to 35 per cent and from 10 to 15 per cent in the super time scale posts will be effective from January 1, 2020.” With this approval, the selection grade posts will total 142 and there will be 61 posts in the super time scale. The total cadre strength of the Delhi Higher Judicial Service is 405.

“The proposal was initiated by the Law Department, Government of National Capital Territory of Delhi (GNCTD), for the amendment of Schedule in terms of Rule 4 (1) of the Delhi Higher Judicial Service Rules, 1970,” officials added.

In a May 19, 2023, order, the Supreme Court directed that the post of district judge (selection grade) should be increased to 35 per cent of the cadre strength, up from the existing 25 per cent, and the post of district judge (super time scale) should be raised from 10 per cent to 15 per cent, effective from January 1, 2020, as per an official.

Following the apex court’s order, an interim application was filed in 2023 by the Delhi High Court, seeking clarification regarding the number of posts in the selection grade and super time scale in the Delhi Higher Judicial Service. The application was allowed, permitting the High Court to take necessary steps for amending the schedule, which was to be notified by January 31, 2024, the official further added.
