Stray cattle menace across city

Stray cattle continue to frighten people in markets across the city. The MC had earlier announced imposing heavy fine on those whose cattle are found roaming on streets, roads, parks and markets. However, the MC barely does any good to people. RK Kapoor, Chandigarh

Fix responsibility

SThis refers to news report 'Safe roads fundamental right: HC'. Hats off to the Punjab and Haryana High Court for making it clear that good roads are a fundamental right of every citizen. The High Court Bench appears to be concerned about the safety and security of schoolchildren. Regarding the citizens’ suffering caused due to roads full of potholes and gravel, the Bench goes on to 'hit the nail on the head' when it specifically held that reasonably good pedestrian paths and roads were a fundamental right of every citizen under Article 21 of the Constitution. But why does the High Court has to intervene time and again into issues which are a forte of the civic body and the UT Administration? Why can't these authorities be conscious about their responsibilities towards residents? Should the personal accountability of erring officials not be fixed in cases of the proven negligence?
