Rights panel issues notice to Mohali SSP over delay in postmortem

The Punjab State Human Rights Commission has issued a notice to the Mohali Senior Superintendent of Police (SSP) for delay in the postmortem of a man whose body was found at the Dolphin Grounds in Baltana on February 29, over the issue of jurisdiction with the Panchkula police. The autopsy of the victim, Dinesh, was conducted on March 3.

According to the complaint, “Dinesh was released from the Ambala jail on February 28. Thereafter, he reached Zirakpur, and his dead body was found there on February 29. Baltana police registered a zero FIR and sent the same to Panchkula police. The Panchkula police allegedly sent the case back to the Baltana police. The family of the deceased waited for the postmortem for four days as the body was kept at the Dera Bassi Civil Hospital.”

Justice Sant Parkash, Chairperson of the Punjab State Human Rights Commission, had taken suo-motu cognizance of this matter and called for a report from the Senior Superintendent of Police, SAS Nagar, who may look into the complaint and submit his report at least one week before the next date of hearing on May 20.
