Chandigarh stays on top in school education performance

Scores 896 points out of 1,000 in performance grading index for 2018-19, a jump of 55 points

By scoring 55 points more than last year, Chandigarh has once again topped the country in the Performance Grading Index 2018-19, states a report released by the Union Ministry of Human Resource Development (MHRD).

The UT has scored 896 points out of the total 1,000. Chandigarh is followed by Gujarat and Kerala on the performance index.

Chandigarh has shown maximum improvement of 13.89 per cent in the ‘Governance process’ and the lowest improvement in the domain ‘Equity’ with 0.43 per cent.

It fetched more points in the indicator ‘percentage of government school head to have completed school leadership training in the given financial year and percentage of entitled children with special needs (CWSN) receiving aids and appliances for government and aided schools.

The index is divided into two categories, namely ‘Outcomes’ and ‘Governance & Management’, and comprises 70 indicators with a total weightage of 1,000.

The domain ‘Learning outcomes’ deal with the scores of students in language and mathematics in Classes III, V and VIII at government and aided schools.

Under the domain ‘Access’, the indicators relate to net enrolment ratio, retention rate and transition rate from primary to upper-primary level and from upper-primary to secondary.

The indicators in ‘Infrastructure and facilities’ are mainly related to infrastructure in schools. These include functional toilets, availability of clean drinking water, science and computer laboratories at secondary and senior secondary level, libraries, provision of vocational education, etc.

The domain, ‘Equity’ deals with indicators relating to comparative performance of learning outcomes of various categories of students such as general category, SC/ST, rural and urban areas, and boys and girls. It also includes children with special needs.

Under the ‘Governance process’, indicators are related to management and administration of school education.
