When is a Qualification a Disqualification?

THE question which heads this paragraph may appear to be a paradox, but none the less it refers to an actual condition and represents a grievance. How can, it may be asked, a qualification become a disqualification? An additional qualification usually confers an additional status or gives some extra advantage. How can it be possible that it should constitute a disadvantage or disqualification? For a reply to these questions let us go to the graduate mukhtars of the Punjab. For their non-graduate brethren of the same position and status in the profession, an examination has been instituted by the Chief Court, but they themselves have been excluded from the examination for no other reason than that they happen to be graduates. No doubt the door of the L.L.B. examination of the Punjab University is open to them.  But they do not want the degree of the Bachelor of Laws, but only the pleadership license.
