IT was only a few days ago that the Pioneer, taking its one doubtless from the London Times, referred to the Reforms as a war measure. Now this is what the same paper, writes with reference to Mr. Montagu's statement in the House of Common that the War Cabinet have decided that the joint report should be presented to Parliament as soon as sufficient copies were available in India and in England:-" We imagine that the report will be published within the next three weeks. It is a question however, whether in existing circumstances it would not have been better to postpone publication, since the discussion of the proposals put forward may have the effect in which so many non-officials, including prominent Indian politicians, are co-operating." Consistency may or may not be the virtue of fools: It is surely no virtue of the Pioneer.
