THE Government of India have just issued a Resolution embodying their decisions on the recommendations of the Industrial Commission and the despatch of the Secretary of State sanctioning those decisions with certain modifications. The Royal Commission on Indian Industries was appointed as a result of the Government of India’s despatch, dated the 26th November, 1915. The Commission took two years to make enquiries and collect facts and another year to prepare their report. The Government of India and the Secretary of State together have taken another year to arrive at their conclusions regarding the recommendations of the Commission. And the net result of these four years of labour is bulky resolution in which the decision is announced to constitute Provincial Departments of Industries immediately, while delaying the organisation of the Imperial Department, and to appoint expert committees to consider the question of the creation of All-India Scientific Service. It has also been decided to create an All-India Industrial Service and an agency for the purchase of and inspection of stores in India, for which another committee will be appointed to work out details and ultimately to form an Indian Stores Department. As yet only the main principles on which the departments are to be instituted have been decided upon and the working details will require to be further considered. The Government of India are further arranging to constitute Committees to deal with the proposals in connection with the creation of a Chemical Service and the Stores Department. For the present the Government will reconstitute the Indian Munitions Board as a Board of Industries and later on convert this into an Imperial Department of Industries.
