The Delhi Conference

WE now know that the Conference which His Excellency is going to invite will meet not at Simla, but at Delhi, which is a far more appropriate place for such a meeting, and that it will be a conference of the right sort, a conference representative of all India, as the Simla telegram published in another column, anticipates, remains to be seen. It is at least certain that it is not going to be purely official affair. His Excellency has invited the attendance of several prominent ruling chiefs, and of all non-official members of the Imperial Legislative Council. He has also asked the heads of provinces to depute representatives of various shades of opinion to attend the conference. So far as the first two classes are concerned, the action of Government is in complete accord with our own suggestion. But as regards the third, much will clearly depend upon the manner in which the heads of Governments will exercise their discretion.
