THE Hindu of Madras in its issue dated the 1st instant has a strongly expressed and thoughtful criticism of the recommendations of the committee on co-operation. It justly protests against creating more posts for the members of the Civil Service and asks why if in the interests of the movement more men should be employed members of the Provincial Service-especially Indian officers who know the people better should not be recommended. The proposal of the committee, says our contemporary, is open to grave objection as it tends to reduce the co-operative movement of the function of money-lending. This function was form immemorial past entirely performed by the people themselves: and now if it is to become a Government department with Imperial officers and Provincial officers both recruited from the Civil Service, where is the popular initiative, organisation and self-confidence in business?
