It is said that the traffic results on the Indo-Ceylon Railway have not so far fulfilled the expectations formed by those who were eager for this connection. Neither the passenger nor the goods traffic has been anything on the seals expected and there has been no flood of tourists from India to Ceylon and vice versa. Certainly the public have not been sufficiently mindful of their duties to this railway venture. But it is reasonable to ask, what special facilities have been offered to tourists by this and other railways. The third class passengers who, it is admitted, contribute largely to passenger receipts are seldom given even the faculties which they can legally claim, not to speak of tourist concessions. No railway management in the World is half so unmindful as Indian railways in the matter of recognizing their chief patrons.
