BRITISH Ministers at Home are thinking of adopting conscription in order to raise an adequate army to fight the enemy, even against the wishes of a large section of the people. It is natural for Indian public why in these circumstances the Government hesitate to raise large armies in India by utilising all the available fighting materials. Ordinary recruiting is going on in India, but when we consider the population and the feeling of loyalty, we cannot say that the Government have adequately utilised the Indian resources. We can raise an India army of several millions of men if necessary arrangements are made. It requires a change of policy and admission of educated Indians to the army as officers. The Bombay Chronicle gives a number of instances of Government's refusal to accept or its hesitation to utilise the services of several educated Indians some of whom have had military training. Our contemporary is quite right in saying that the attitude of Government is having "a most disastrous effect" on the people.
