Government of India Bill.

There were three provisions in the Government of India bill to which the public in India raised their protest. They were the withdrawal of the power to sue the Secretary of State, the appointment of “sleeping partners” in any business or trade to the Viceroy’s Council and the appointment of Native State rulers and subjects to offices in India. The first two have been withdrawn and the third has been modified to provide for the notifications by the Governor-General in Council, not to be merely general in character but to name the ruler or subject on whom eligibility is conferred. In respect of tribes or races adjacent to India the eligibility to office is confined to the Military Department. Lord Islington mentioned that independent territories more particularly in view in connection with the amendment were Nepal and Kashmir.
