The question of exodus to the hills has once again come into prominence since the Mesopotamia exposures. Several local governments and Government of India have yet no disposition to abandon the exodus. They ignore the popular reasons for remaining in the plains and living in the close contact with people. In this connection theStatesman of Calcutta suggests that the matter should be laid before Mr. Montagu when he comes to India to discuss the Reform proposals. Our contemporary says:-To anyone acquainted with India it is obvious that the Government at Simla is almost, if not quite as much, out of touch with conditions on the plains as if it were in London. Mr. Montagu has himself described the system as "wooden" and for this quality, it is undoubtedly indebted to the habitual isolation of the higher officials during the greater part of the year."
