A PUNJAB correspondent writing to the Pioneer gives several reasons for the decrease of crime during war time, of which recruiting is the first and police vigilance next. Among other causes are the decrease in immigration of Pathans, spread of malaria and plague and shortage of labour for agriculture. It is difficult to say if the spread of malaria or plague and shortage of agricultural labour account, in any degree, for the decrease in crime. In any case it is worth while finding out not only the causes of the decrease of crime but also the circumstances and influences that lead to it in normal times. Dacoities, robberies, and thefts are the forms of crime that require to be specially examined with this view and, if possible, the lower level of crime in war time should be maintained in normal times. The repeal of the Arms Act or even a liberal modification of its restrictions will, it is urged by many, lead to a decrease in serious crimes.
