Controller of Railway Traffic.

WE publish elsewhere a memorandum prepared by the Railway Department of the Government of India dealing with the appointment of a Controller of Traffic. As is well known to our readers ever since the war began the Railway Companies have been behaving so far as the regulation of traffic went in the most absurd manner causing no little inconvenience to passengers no less than traders. Looking at the question from this point alone one would welcome an officer as the one appointed. But we are by no means sanguine as to the success of the scheme itself. It will not baffle any one's imagination to comprehend that the work he is entrusted with is an essentially practical one and one in which practical steps will have to be taken almost without delay.
