A Municipal Committee is a public body created under the Act to look after the health, comfort and convenience of the ratepayers. Such a body cannot afford to continue to lend a deaf ear to the complaints of the people without compromising its position. This position becomes more onerous when a Municipal Committee undertakes the business of an ordinary trading corporation and comes forward to supply amenities of life to its constituents, such as water, light, etc. It becomes a matter of surprise why the Municipal Committee of Amritsar seems to act as if the Electricity department is none of its concern, as if the complaints, loud and persistent, of its ratepayers and customers are so many cries in the wilderness which can be safely ignored.
