Adulteration of Food and Drugs

The question of special legislation to prevent the growing evil of the adulteration of food and drugs has for sometime been under the consideration of the Government of India and their orders are contained in a circular issue over the signature of the Hon'ble Sir E.I.D. Maclagan, Secretary in the Department of Education. The adulteration of foodstuffs is widely prevalent throughout the country and the existing law in many places inadequate to cope with the evil. The Government of India are, however, averse to passing an All-India Act, on the ground that a mere skeleton or the ground that a mere Skelton or enabling Act would still leave all real legislation in the hands of the Provincial Governments and a measure which descended into details would not suit the requirements of different parts of India and would require frequent amendments to meet local needs. The Provincial Governments are, therefore, to undertake their own legislation.
