Chandigarh, December 22

The Punjab and Haryana High Court today issued notice of motion to the states of Punjab and Haryana along with the UT Administration on a PIL seeking enforcement of measures to prevent torture in jails and police stations.

Directions were also sought against smuggling of mobile phones and narcotics into jails.

The notice by the division Bench of Justice Ajay Kumar Mittal and Justice Amit Rawal also fixed January 29 as the next date of hearing on the PIL filed by advocate Hari Chand Arora.

As the petition came up for hearing, Arora cited several instances of torture of undertrials and accused in police stations, including the latest instance of Ashok Kumar in the Ryan case.

Arora submitted that the bus conductor had confessed to murder of student Parduman Yadav under torture. He also referred to Supreme Court judgment in the case of DK Basu’s case on preventing torture of accused and undertrials.
