A team of the building branch of the Municipal Corporation today sealed the collection centre of Dayanand Medical College and Hospital (DMCH) for commercial use of a residential building in an illegal manner. Assistant Town Planner (Zone D) Vijay Kumar, along with the field staff, sealed the main gate and entrance to the building in Udham Singh Nagar locality.

Rohit Sabharwal, president of Council of RTI Activists, lodged a complaint with the Principal Secretary, Local Government, Punjab, on September 25, 2018, against the DMCH management alleging that some residential houses in residential schemes of Tagore Nagar and Udham Singh Nagar had been clubbed together where commercial activities were being carried out in violation of building bylaws.

The ATP, who headed the MC team which sealed the sample collection centre, said under directions from the Local Government Department, a warning notice (2968/ATP-D dated September 29, 2018) was issued to the Director of DMCH directing them to stop all commercial activities in residential plots – which had been clubbed together in an illegal manner – forthwith, failing which further action as per rules would be taken against them.

“Since the DMCH management failed to act upon the directions, a final notice (2993/ATP-D dated October 3, 2018) was again issued to the hospital to discontinue the commercial activities being carried out in residential schemes (Udham Singh Nagar and Tagore Nagar) and also desist from clubbing together residential plots which was a violation of building bylaws,” the ATP said.

As the DMCH management failed to take action on the notices issued by the MC, the main building and premises of the sample collection centre being run in a residential house in Udham Singh Nagar were sealed, he added. Follow-up action in this matter would be taken as per the law, said Vijay Kumar said.
