Govt to remove colonial categories for employees

The J&K Government has sought a report from all administrative heads on the progress made regarding revision of the recruitment rules to finally bid goodbye to government employees’ classification which are “relics of a colonial rule with a feudal mindset.”

All administrative heads of the government departments have been asked to furnish reports within 10 days so as to bring “class” categorisation for specifying the seniority of employees with new alphabetical groupings.

According to the revised nomenclature, the posts under the state government would be denoted as groups A, B, C and D instead of classes I, II, III and IV.

The decision comes after the Union government’s announcement to replace the “class” categorisation for specifying the seniority of its employees with new alphabetical groupings.

State’s Finance Minister Haseeb Drabu, in his Budget speech, had made an announcement regarding the revision of the recruitment rules by all departments.

“The recruitment rules for government servants at all levels need urgent revision as most of them were framed several decades ago and have lost relevance in the context of today’s youth’s educational attainment as well as emerging job requirements. I announce the intention of the government to a complete the revision within one financial year so as to synchronise job requirements with commensurate educational qualifications,” he had said.

He had further said, “With a view to enhance the dignity of work, increase the morale of the workforce, inspire a change in work culture and motivate to enhance the skills and go up the chain, I announce the government intent to change the nomenclature of the government employees at lower levels. These names are relics of a colonial rule with a feudal mindset.”
