Anil Khachi’s return fuels speculation about next CS

SHIMLA: Even though there are almost two months for Chief Secretary Srikant Baldi to retire, the repatriation of the 1986-batch IAS Anil Khachi, serving as Secretary in the Department of Investment and Public Assessment Management, Ministry of Finance, has fuelled speculation about his elevation to the top administrative post.

Even though there are almost two months for Chief Secretary Srikant Baldi to retire, the repatriation of the 1986-batch IAS Anil Khachi, serving as Secretary in the Department of Investment and Public Assessment Management, Ministry of Finance, has fuelled speculation about his elevation to the top administrative post.

The Appointment Committee of the Cabinet, Department of Personnel and Training, at the Centre today appointed Tuhin Kanta Pandey in place of Khachi. The order clearly states that Khachi has been repatriated to his parent cadre with immediate effect on personal grounds. Khachi is the lone IAS officer in Himachal belonging to the 1986 batch.

The news of Khachi’s repatriation within less than three months has led to speculation that he could be returning to succeed Baldi, who is due to retire on December 31, 2019. Khachi had left the state on August 2, 2019 for Central deputation after being empanelled as Secretary-rank officer.

There is speculation that the state government might seek extension for Baldi who is very close to Chief Minister Jai Ram Thakur and also remained his Principal Secretary before becoming Chief Secretary. However, return of Khachi within two-and-a-half months to the state has led to such speculation that he could be tipped to succeed Baldi.

Khachi is the senior most officer in the state after Baldi who belongs to the 1985 batch. The other two officers of the 1985 batch include BK Aggarwal, who recently proceeded on Central deputation after serving as Chief Secretary. With Sanjeev Gupta, also a 1985 batch IAS officer from Himachal, being appointed as Secretary, Inter State Council Secretariat, Ministry of Home Affairs today, Khachi would be the senior most IAS officer in the state after Baldi.
