Vidhan Sabha passes nine Bills

Nine Bills were passed on the third day of the monsoon session of the Vidhan Sabha today.

1 Haryana Right to Service (Amendment) Bill was passed to amend the Haryana Right to Service Act, 2014, to reduce the harassment of applicants and to fix time limit for deciding the second and third appeals.

2 Haryana Private Universities (Second Amendment) Bill, 2016, was passed to amend the Haryana Private Universities Act, 2006. Under this Bill, no cap or restriction would be imposed on the number of terms of a Vice-Chancellor in a private university. The Vice-Chancellor would be eligible for re-appointment for subsequent terms of three years each till he attains the age of 70 years. Apart from this, a proposal has been formulated for setting up Starex University in Gurgaon .

3 Haryana Court Fees (Haryana Amendment) Bill was passed to amend the Court Fees Act, 1870. This Bill sought to replace the Court Fees (Haryana Amendment) Ordinance, 2016, promulgated on July 27. This Amendment was necessitated as it had been decided to introduce e-stamps for court fees in the Punjab and Haryana High Court and all district and subdivisional courts of Punjab, Haryana and the Union Territory of Chandigarh.

4 The Shri Krishna AYUSH University Kurukshetra Bill, 2016, was passed to establish a university in the state for the purpose of teaching, affiliating and ensuring proper and systematic instructions, training and research in Ayurveda, yoga and naturopathy, Unani, Siddha and homeopathy systems of medicine and to administer Shri Krishna Government Ayurvedic College, Kurukshetra.

5 Haryana Appropriation (No. 3) Bill, 2016 was passed to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of the state during the financial year ending on March 31, 2017. This Bill authorises the State Government to draw Rs 2,842.24 crore out of the Consolidated Fund of the state for 2016-17.

6 The Haryana Vishwakarma Skill University Bill, 2016 was passed to establish a skill university in Haryana.

7 Haryana Legislative Assembly (Facilities to Members) Amendment Bill, 2016, In view of the rise in cost of living, the government has decided to increase the advance from Rs1.75 lakh up to a maximum of Rs10 lakh for effecting major repairs, additions or alterations to a house, provided that the outstanding principal amount towards house building advance is not more than Rs50 lakh.
