Trouble mounts for medical institute in Bathinda

“Asking construction laboures to pose as patients, preparing bogus patient lists and unavailability of faculty” can result in the Medical Council of India (MCI) taking strict action against the Adesh Institute of Medical Sciences and Research, Bathinda.

Sources said acting on four different inspection reports, the MCI had referred the case of the institute, which is being run by Adesh University, to its executive committee for consideration. The panel will take a decision on whether or not to derecognise the MBBS course.

“Four reports of the institute are enclosed. These are self-explanatory. The ground reality is that the college neither has faculty and clinical material (patients), nor infrastructure,” the MCI report observed.

The college has 150 MBBS seats and runs around 10 postgraduate courses. The glaring irregularities at Adesh came to the fore during an inspection conducted to start postgraduate courses in four specialties, including anaesthesia, ENT, orthopaedics and radio diagnosis.

“There are hardly any patients. All patients at the ENT Department were fake. They were labourers from a construction site on campus,” the report observed.

The anaesthesia inspection report noted that none of the patients on the operation theatre (OT) list provided by the college authorities were found in the wards. “No admission or discharge record was available in the ward. All names on the OT list seemed to be bogus,” stated the report.

Apart from that, the report said the Pathology Department of the college claimed that it processed 23 samples on August 31. “On cross-checking, all samples were found to be fake as no specimen was available. There were no patients in the ward or the OPD the next day even though the listed patients were shown to be operated upon.”

There were several irregularities found in the blood bank also. The documents showed that seven blood units had been issued to patients in the surgery and gynaecology wards. “During cross-checking, the claim was found to be false. There were no patients admitted in the ward,” said the report.

Similarly, deficiencies were found in other departments like radio diagnosis and orthopaedics.

Dr HS Gill, Chancellor of Adesh University, refused to comment on the issue, saying it was a confidential report. “I have not seen the report, so I can’t comment on the matter,” he said.

No recognition for two PG batches  

The MCI has found that the institute was admitting postgraduate students without fulfilling the MCI requirements. So, the council said the postgraduate batches admitted in 2011-12 and 2012-13 won’t be recognised. “The institution was granted the PG seats in 2011. The permission was only valid till 2014. But the council did not receive any request from the college for recognition assessment u/s 11(2) of the IMC Act, 1956, at the time of exams that must have been held in May-June, 2014 and 2015. Therefore, the batches admitted in 2011-12 and 2012-13 will not be granted recognition.”
