The Uttarakhand Department of Health and Family Welfare has managed to make a headway in the issue of framing rules and regulations for the Clinical Establishment Act by agreeing to allow a stipulated time frame for private clinic owners to train their paramedical staff.

The Indian Medical Association (IMA) had demanded some relaxation in the provisions regarding training of the paramedical staff, who had no diplomas or degrees, but had learnt the skills through long association with these clinics.

Under the Clinical Establishment Act, private clinics need to employ paramedical staff who have the necessary diplomas and degrees issued by recognised institutions. However, private clinics owners said the government should allow them some relaxation and give them a time frame so that they could provide necessary training to the paramedical staff.

Now, the rules and regulations are likely to be brought at the upcoming meeting and then it will be tabled in the House. In the absence of rules and regulations, the Clinical Establishment Act has not been implemented in the state.
