The Pay Anomalies Commission set up by the government to bring about pay parity of its staff is set to miss the September 10, 2015, deadline.

With the departments of the state caring two hoots regarding the communications of the Pay Anomalies Commission to send their comments on various representations of the employees and their associations, the commission has given an ultimatum to send their comments by June 11.

Despite two deadlines set by the commission, it is yet to receive comments from an overwhelming majority of the departments which could delay its report which is to be submitted to the state government by September 10, 2015.

The state had constituted the one-man pay commission under the chairmanship of former IAS officer G. Madhvan to consider representations received from individual employees and their unions for removal of pay anomalies which might have arisen out of the implementation of pay revisions vide Haryana Civil Services (Revised Pay) Rules, 2008. In all, the commission received 215 representations from the employees and their associations.

The commission had first fixed a deadline of April 15, 2015 for receipt of comments. However, a few departments responded necessitating the extension of the deadline to June 11, 2015. However, a large number of the departments are yet to submit their comments to the commission.

The secretary of the commission said “after receipt of comments from the administrative secretaries, the views of the Finance Department will also have to be taken. Thereafter, the commission would givean opportunity of hearing to employees and their associations before giving its recommendations, which is a time-consuming process.”

“It would not be possible for the commission to complete this exercise within its remaining tenure. ” It would be presumed the administrative departments had examined those representations and filed at their own level being devoid of merit if the comments were submitted after the deadline.”
