The panel said it “would like to impress upon Mann the utmost need for strict adherence to norms and standards of etiquette and due compliance of Rules of Procedure”.

The nine-member panel headed by BJP's Kirit Somaiya, said in its report that "the tendering of his apology" to it "cannot be treated as unconditional apology".

The AAP MP's apology was rejected by the panel on the ground that there were repeated contradictions in his communication to it with regard to his conduct.

The panel observed that the conduct of Mann was “highly objectionable” and exists of him being bereft of basic knowledge and etiquettes and the responsibilities of the office which he holds.

It further said that through his improper conduct, Mann had put the security of the Parliament House and its occupants at risk.

With regard to Mann’s submission that he had no mortified intention of compromising Parliament Security, the panel drew attention to the teaching of wise men who have equated “unwisely, bold or rash act “ to  “foolhardiness” as personified by the character of Don Quixote as portrayed by the great Spanish writer Miguel de Cervantes in his celebrated work “Don Quixote “.
