Gurgaon, July 10

Urban Local Bodies Minister Kavita Jain suspended six executive engineers, one audit officer and one accounts officer of the Gurgaon Municipal Corporation (MCG) for ignoring the tender process while allocating the development works worth Rs 23 crore.

In her order, the minister has highlighted how the officers executed development works worth Rs 23.10 crore on quotation basis to benefit a particular party overlooking the e-tendering process.

Jain said: “Executive Engineer (XEN) Bhopal Singh had carried out development works worth Rs 711 lakh in the electrical division through a quotation in place of e-tendering in 2015-16. Similar process was adopted by XEN Vijay Dhaka while carrying out works worth Rs 566 lakh in the water services. XEN Abhinav Verma carried out works of Rs 457 lakh through a quotation in Division III, XENs Vikas Bansal and Bhopal Singh have carried out works worth Rs 210 lakh in Division IV, XEN Pritam Chand has carried out works worth Rs 310 lakh in Division V and XEN Vikas Malik executed developmental works worth Rs 53 lakh in Division VI on quotation basis.”

She has directed that the officers should be charge-sheeted under Rule 7 for not replying to a notice issued by the Municipal Commissioner during an inquiry in the regard.

The negligence caught ministry’s attention in April this year and an inquiry headed by the Municipal Commissioner was ordered. The inquiry established that the tendering process had not been adopted. Show-cause notices were served on the officers, but none of them replied.
