CAT sets aside GMCH Professor’s appointment

CHANDIGARH: The appointment of Dr Alka Sehgal, Professor at the Government Medical College and Hospital, Sector 32, was today set aside by the Central Administrative Tribunal (CAT) stating that the doctor did not meet the eligibility criteria and could not be appointed to the post.

The appointment of Dr Alka Sehgal, Professor at the Government Medical College and Hospital, Sector 32, was today set aside by the Central Administrative Tribunal (CAT) stating that the doctor did not meet the eligibility criteria and could not be appointed to the post.

Pronouncing the orders, the tribunal held, “We conclude the matter by holding that the selection and further appointment of Dr Alka as Professor (Obstetrics and Gynaecology) by the UPSC on the basis of an advertisement be set aside as the selected candidate did not fulfil the eligibility criteria for the said post.”

The orders were passed following an application filed by Dr Poonam Goel (47), Reader, Department of Obstetrics and Gynaecology, GMCH, challenging the appointment of Dr Alka.

The tribunal said, “In the present case, there was no outsider candidate and hence, the provision regarding deemed promotion appears to have been misapplied by the Chandigarh Administration as well as the UPSC. The persons to be considered for appointment on promotion, when there were no outsider eligible candidates, were required to possess the educational and other qualifications prescribed for direct recruits. As per the qualifications required, the candidate must have four years as Reader/Associate Professor in a recognised medical college. Dr Alka did not possess the requisite experience on the last date for filing application for the post .”
