BBMB unions threaten stir against cadre notification

Employees of the Bhakra-Beas Management Board (BBMB) are up in arms against the management over cadre notification issued for Class-I and II employees. Various employee unions have threatened to launch an agitation from September 2 if the management failed to get the notification amended.

In a statement issued here, Roshal Lal Chambiyal, adviser, BBMB Employees Union, BSL Project, said on the directions of the Supreme Court, the BBMB had notified the Class-I and II for its own recruited employees, but the same had not been in compliance with the approval of the BBMB’s 219th Full Board held on August 14, 2014.

It had shattered the dreams of thousands of directly recruited employees who were eagerly waiting for their promotions for a long period, he said.

The BBMB, which is spread over in Punjab, Haryana, Himachal Pradesh, Rajasthan, Delhi and Chandigarh, has more than 12,000 employees.

The formation of a cadre for the BBMB own recruited employees was a long-pending issue and a number of cases were filed in the Supreme Court as well as in the Punjab and Haryana High Court and the Himachal Pradesh High Court. After the intervention of the court, the BBMB authorities notified the Class I and II cadre, but the notification published in the Government of India Gazette had once again shattered the dreams of employees of the board as notification was different as it had been approved in the Full Board’s meeting, he said.

In compliance of the court’s order, the BBMB authorities in its Full Board’s 219th meeting had agreed to 25 per cent of its own cadre in respect of Class I and II and as per proposal 172 posts out of 667 in Class I and II should be from the BBMB cadre. Also, 56 additional posts of various isolated categories, including legal, Raj Bhasha Hindi, drawing, computer programming etc, were also included in the proposal. Besides, two posts of chief engineers, seven posts of superintending engineers, 28 posts of XEN, 85 posts of SDOs, one post of joint director, Hindi, one post of senior Hindi officer and two posts of Hindi officer, two posts of director (Law), four posts of deputy director (Law), 13 posts of doctors, four posts of system analyst, one post of EDP manager, one post of director IT and computers were approved and recommended for publication in the Gazette of Union Government by the Full Board. But the recent notification had clearly proved the biased attitude of the management towards BBMB’s own recruited employees, he alleged.

The Union Power Ministry had almost deleted all the posts recommended by the Full Board and increase the experience in every category at its own by ignoring the recommendations of BBMB’s Full Board, he said.

He said, “It seems that the Board’s higher authorities, who belong to the state governments, never intend that BBMB’s own recruited employees get any promotion.”
