Registrar stops transfer of society flats

In a decision which is going to affect thousands of residents living in southern sectors, the Registrar, Cooperative Societies, has stopped the transfer of flats.

Sources said in a communication to the Sub-Registrar’s office, the Registrar had said that they had sought a clarification from the Administration over the transfer policy announced by it on February 5, 2016. The conveyance deed/lease deed in the case of original allottee members can be done with the permission of the office of the Registrar. However, the conveyance deed/lease deed between a member and the society cannot be done till the clarification is received from the Administration.

Sources said the sale deed will not be allowed in cases other than the original allottees. Even the original allottees will now require an NOC from the Registrar to get their flats transferred.

The sources said the decision would adversely affect more than 70 per cent members of societies who got their flats transferred after the UT announced a policy in 2009. Thousands of people are living in over 10,000 flats of group housing societies in southern sectors (Sector 48 to 51).

The flats have been constructed on land allotted by the CHB. The flats of the societies have been sold many times under the transfer policies notified by the Administration from time to time.
