PU refuses temporary affiliation to 6 colleges

Panjab University has refused temporary affiliation to 6 colleges for 2016-17 and 2017-18.

The Senate, which is the governing body of the PU, will discuss the issue on December 16. A committee comprising Prof Navdeep Goyal, Fellow and chairperson of the Physics Department, Dean College Development Council Prof Parvinder Singh, Fellow Prof Mukesh Arora, Fellow HS Gosal, Fellow Gurdip K Sharma, Fellow Iqbal Singh Sandhu and Fellow Dr Dalip Kumar took the decision on not granting temporary affiliation in their meetings held on August 7 and October 23 this year.

The committee has refused affiliation to Homeopathic Medical College and Hospital, Sector 26, Chandigarh, for 2017-18 and has clarified that admissions to BHMS course (first-year) for 50 seats is not allowed in the college.

Post Graduate Government College, Sector 46, Chandigarh, has not been granted temporary affiliation for BBA-I (1 unit), BCA-I (second unit), BSc-I (Non-Medical) as the college failed to fulfil the conditions imposed by the inspection committee for session 2017-18 and the college has been advised to shift the students to another college in these subjects concerned.

Sadbhavana College of Education for Women Jaldiwala, Raikot, Ludhiana, has not been granted temporary affiliation for BEd course first-year and second-year for 200 seats and MEd course first-year and second-year for 50 seats. The college has been asked to send compliance report in regard of BEd and MEd.

Khalsa College, Gardhiwala, Hoshiarpur, has not been granted temporary affiliation for Foundation Course in Human Rights Education under the UGC scheme of Human Rights Foundation.

Maharaja Ranjit Singh College, Burjan Bypass, Malout-Abohar Road, Sri Muktsar Sahib, has not been granted temporary extension of affiliation for BA-I Music (Vocal) for 2017-18.

Baba Kundan Singh Memorial Law College, Jalalabad, Dharamkot, Moga, has not been granted temporary extension of affiliation for BCom-LLB, five-year integrated course, having 60 seats for 2017-18. The PU committee, formed for affiliation, reasoned that the Bar Council of India has not granted its approval.

The committee, in its meetings on August 31, July 18 and October 23, had asked 3 colleges to comply with their directions so that their cases could be considered for affiliation.

GTB Khalsa College for Women, Hoshiapur, has been asked to recruit faculty. Saint Sahara College of Education, Sri Muktsar Sahib, has been asked to appoint six assistant professors on a regular basis and also complete the construction of multipurpose hall by December 15. The college will be inspected again.

National Degree College, Chowarian Wali, Fazilka, has been asked not to admit male students for 2018-19 without prior approval.

Issue of CGM College, Muktsar

After a team of Senators revealed fraud in affiliation to CGM College, Muktsar, the Syndicate on September 23 referred the matter to the Chief Vigilance Officer, PU. The issue of the college is coming to the Senate for discussion on December 16.

The Syndicate had resolved that the college be asked to submit status report in respect of teachers, staff and students since its opening and examination centre from the college be shifted to a suitable place. The Syndicate also decided that no new course be allotted to the college till final decision in the matter.

The Syndicate also decided to regulate the working of the colleges, meetings with managements of the colleges be held region-wise and proper guidelines of the requirements for grant of affiliation be framed and provided to the affiliation committees.

The team of Senators Prof Navdeep Goyal, HS Gosal and Iqbal Sandhu made a surprise visit on August 12. It reported, “As soon as the team reached there, it was found that as the management learnt about the visit, they tried to send a lot of school students, who were present in the college, using college classrooms, to flee from the college from back gate.” The report said, “After that, the college principal and the management were asked to show the classes in the college. They were able to show only 5 classes running in the college with a combined strength of 32.”
