Inter-dept transfer policy gets approval

Giving approval to the inter-departmental  transfer policy of the Administration, the   Centre has amended the  service  conditions of the  UT  employees,  giving the Administrator the power to transfer  any employee  from one  department to another.  

 Sources said the Ministry of Home Affairs (MHA) had issued a notification on January 15 with the consent of the President using the power   given to him under Section 309 of the Constitution. With the  notification, the Administrator  can  now transfer  any employee appointed  in Group  A, B and C, and under his administrative  control.

The employees can be transferred from one department to another so long as  such transfer does not  adversely  affect  the pay and allowance,  seniority or promotion and financial  benefits  applicable  to  such persons.

The notification comes  at a time  when the  next  hearing in the  case is scheduled  to be held in the High Court tomorrow. The Administration had  challenged the CAT order which quashed the UT inter-departmental policy  implemented in November 2016.  For the  first  time when the Administration  transferred over 500  employees in one   go, it caused  resentment among them. Most employees had been shifted for the first time in their service.

Former  UT  Administrator  Kaptan Singh Solanki  had approved the  inter-departmental  transfer  policy on March 13, 2015,  in respect of Group A, B, C and D employees.
