Chandigarh, October 8

A local court today framed charges against four persons booked for the death of an employee of the Electricity Department last year.

The charges have been framed under Sections 304 (culpable homicide not amounting to murder), 332 (voluntarily causing hurt to deter public servant from his duty), 353 (assault or criminal force to deter public servant from discharge of his duty), 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object) and 506 (criminal intimidation) of the Indian Penal Code.

The accused in the case have been identified as Vikas, Atul and transgenders Rupali and Malaika.

According to the FIR, in November 2017, Harwinder Singh, a substation attendant, along with his colleagues, had gone to Azad Colony in Sector 25 to snap power connection to the house of Vikas and Atul over non-payment of bill. However, the duo, along with others, allegedly thrashed the power department employee leading to his death.

It was learnt that the victim had tried to escape from the spot along with others but collapsed on the way. He was rushed to the PGI by his colleagues where he was declared brought dead.

The police then initiated an investigation and later arrested five of the accused, including a juvenile.
