is anti-dengue drive one-sided?

A joint team of the Health Department and the Municipal Corporation issued challans to residents after finding dengue larvae at their houses during a survey at Phase 7 and 8 recently. This is a one sided action. The authorities concerned are unmindful of the nullah full of sewage and weeds near the Phase 8 park, which is a breeding ground for malaria and dengue mosquitoes. Residents living nearby park and daily walkers are at the risk of vector-borne disease. Will departments concerned clean nullah and park to prevent spread of the disease?
