College, PayU told to pay Rs10K relief to Panchkula resident

The State Consumer Disputes Redressal Commision has directed Sri Guru Gobind Singh College, Sector 26, Chandigarh, and PayU Payments Private Limited to pay compensation of Rs 10,000 and also refund Rs 535.19 charged wrongly from a Panchkula resident.

Sanjay Kumar Mishra, a resident of Panchkula, filed an appeal with the State Consumer Disputes Redressal Commision against the order of the District Consumer Disputes Redressal Forum where his complaint was dismissed.

Mishra stated that on July 23, 2018, he paid online admission fee of Rs 42,660 to Sri Guru Gobind Singh College, Sector 26, through payment link provided on the website towards migration from BCA Part I to Part II of his son. For this, an additional amount of Rs 535.19 was charged as online transaction fee by the SBI, Baltana branch.

On the contrary, the college pleaded that it had no role to play as the amount was charged by the bank and there were other options to pay through respective apps like Pay U or Paytm and difference in both the charges was phenomenal.

The commission observed that the college had an arrangement with Pay U Payments Private Limited for collection of fee, therefore, both “wrongly and arbitrarily” charged Rs 535.19 from the complainant while making online payment of Rs 42,660 by using his debit card.

The commission directed the college and Pay Y Payments to refund Rs 535.19 to the complainant. The commission further told the college to pay Rs 10,000 to the complainant as compensation for physical harassment and mental agony suffered by him.
