Chandigarh, October 11

Officials of the  Chandigarh Administration said they were yet to  receive the MHA advisory. Ajay Singla, Secretary, Transport Department, said the Administration would decide  on the issue after getting the   advisory   in  writing. On  July 7, the UT had issued an order making the helmet mandatory for women riding two-wheelers. According to  the notification, only a Sikh (man or woman) wearing a turban would be exempted from the order. Earlier, all women riding two-wheelers were exempted from wearing the helmet. The Administration   changed the  notification after the issue reached the Punjab and Haryana High Court.    A Division Bench of the High Court observed that road accidents “do not see the gender of the victim”. The observation was  made  while hearing a public interest litigation seeking changes in the legal provisions in Punjab and Chandigarh, which provided exemption to women from wearing the helmet.
