World Bank report on ease of doing business a farce: Federation

According to the World Bank Report-2019 on ‘Ease of Doing Business’, India’s ranking has improved from 100 to 77. However, members of the Federation of Punjab Small Industries’ Association (FOPSIA) have a different tale to tell.

They say the Modi government should not be given the credit for this. The report is based on the achievements of the Delhi State Government, but the Central departments’ performances are unsatisfactory, according to the report, claims FOPSIA.

Badish Jindal, president, FOPSIA, says the report prepared by the World Bank is merely based on the achievements of the Delhi Government, which performed even better than Maharashtra. “In the report of Niti Aayog, the Delhi Government is given 31.69 per cent marks whereas the Maharashtra’s score was 92.88 per cent. But in the World Bank report, Delhi scored 67.99 per cent marks and Maharashtra 66.38 per cent only.”

“India has nothing to feel proud about its improved raking in the ease of doing business by the World Bank. In the report of Doing Business-2018, the rating of India improved from 100 to 77. This report is far from actual facts, which remains that doing business in India is tougher than before,” said Jindal.

“The rating is based on the data of just two cities — Mumbai and Delhi. However, rules for getting permits, NOCs, registering property, getting electricity connections, are different for every state. Thus, a survey based on two cities cannot give an accurate picture of the country,” said Aman Ahuja, AAP MLA from Sangrur

“The other reason behind the increase in this position is the new methodology 2016-19 adopted by the World Bank to prepare this report — which ignored several important factors which were earlier considered while preparing the report,” said Jindal.

Jindal said India had improved its position due to the good score in dealing with construction permits, as earlier, India was at 81st position and now its raking has come to 52 — credit goes to the Delhi Government as the construction permit is a state subject.

“As far as systems are concerned, the industry is unhappy and there is no “ease of doing” business here. The GST system is a failure. Even after the implementation of the GST, dropped its position from 119 to 121 in world ranking in paying taxes,” said Raj Kumar Singla, president, Fasteners Suppliers Association.

In the South-east Asia, India has the second lowest score — after Bangladesh — in starting a business. India’s ranking in starting a business is 137, whereas Afghanistan has 49th rank, Maldives is 71, Srilanka 83, Bhutan 91, Nepal 107 and Pakistan 130.

“FOPSIA, with full responsibility, declares that the World Bank report is a farce — apparently made under some political pressures to save huge investments in India — and the industry is in a weak state in the country,” said Jindal.
