The Delhi government has asked its principal secretaries and secretaries to involve the “integrated financial advisers” (IFAs) in planning, screening and execution of proposals of their departments.
In a memorandum, the Finance Department has asked heads of various departments to take the views of the advisers in budget formulation, expenditure management, procurement, contract, screening of proposals among others as suggested by relevant provisions under the Financial Power Rules, 1978.
As per the communication, IFAs have a very important role to play but it has been invariably noticed that proposals are being sent to the Finance Department without the recommendation of the IFAs. — TNS
