Ambala, May 17

The Federation of Private Schools’ Association has sought reimbursement under Rule 134-A since 2013-14. They have also requested the government to make it clear whether the instruction for admissions under 134-A — from 2013-14 to 2015-16 — were valid.

The association has submitted a memorandum for the Chief Minister through the Deputy Commissioner, Ambala City.

Association president Kulbhushan Sharma said: “Private schools have been teaching students under Rule 134-A since 2013-14. Therefore, the reimbursement should be paid from 2013-14 and not from 2016-17. The government must make it clear whether the instructions for admission issued by education officials were valid. If these instructions were invalid, action should be taken against these officials, but the government must reimburse the schools. Then the schools will be free to claim full fee from such students and take action according to the School Education Rules, 2003.”

“The government is constantly changing requirements for reimbursement and laying down absurd conditions, including 80 per cent attendance of students, to delay or deny the reimbursement. Once we have reserved 10 per cent seats under 134-A, schools must get full reimbursement for the same. It is the government’s duty to allot seats to the students and for the students to attend the classes regularly,” he added.

The association president said: “If the government permits, we can take action against students admitted under 134-A for continued absence for more than a week. But in any case, the schools must get full reimbursement because the schools have kept these seats vacant.”

The association members said the Haryana Government claimed that the standard of government schools has improved. “A large number of seats are vacant in government schools. There is no reason why students should be admitted to private schools and not government schools,” said they.
