Proposal to form law for throwing garbage, spitting in open hailed

A recommendation of a Parliamentary panel to penalise urinating, throwing garbage and spitting in public places has received appreciated city residents.

They are of the view that after initiating several campaigns at the local level and pan India Swachh Bharat Mission, there was little impact visible on roads and in public places.

Prof Mohan Singh, an educationist, said, “It is obnoxious to see walls of the Partition museum stained with betel spit out. People do not differentiate even between the roads and heritage buildings such as museums. There was a high need to introduce a penal clause to instil a sense of fear among the offenders. There is also a need for levying fine on them.”

Pawan Kumar Sharma, a resident, said, “The recommendation may be aimed at providing a “legal backing” to the Swachh Bharat Mission. However, its repercussions will stay long. At the same time, the government should not desist from the duty of providing enough containers on roads to dump the waste.”

He said these containers must be installed at vantage locations and at all public places.

He added, “It has been observed that neat and clean containers are installed at shopping malls. On the contrary, such containers are available at the ISBT and railway station, but these are very dirty.”
