Bus conductors, cops, teachers in line for HCS appointments

Constables, bus conductors, teachers and foremen are set to join the prestigious Haryana Civil Services (HCS). In the first-ever written test conducted by the Haryana Public Service Commission (HPSC) for selection of the HCS officers from Group-C employees of the state government, employees from these categories have cleared the examination paving the way for their elevation to the prestigious service.

This is in contrast to the past practice, when, in the absence of a transparent selection process, personal staff and favourites of ministers and senior bureaucrats were elevated to the service, resulting in heartburn among candidates.

The results of the examination conducted for 18 posts of the HCS on July 31 showed that 44 employees of the Education Department, including JBT teachers, reportedly cleared the written examination.

As many as four employees from the police department (one constable, one head constable and two inspectors), three from transport department (one foreman and two bus conductors), three from treasury and accounts department, two from animal husbandry and dairy department, and one each from development and panchayat department (gram sachiv), food and supplies department and forest and wildlife department were among the successful candidates in the examination. As many as 59 of the over 4,800 candidates, who appeared in the examination, cleared the written examination.

After coming to power in 2014, the Khattar government initiated the process to put in place a transparent selection process with the HPSC as the nodal agency. 

As part of the new transparent selection procedure, the written test, interview and weightage for annual confidential reports (ACRs) of non-gazetted officials will be the criteria for the final selection to the HCS under Register A-II Entry.

4,800 took written test

  • As many as 44 of 59 clearing HCS written examination are from education department
  • Other successful candidates include cops, bus conductors, foremen and clerks from food & supplies, forests and treasury departments
  • Over 4,800 state government employees had appeared in the written examination
  • As opposed to discretion of ministers, bureaucrats earlier, now written exam, interview and ACRs will be criteria for selection of HCS from Class III staff
