Files pile up at HSVP as Estate Officer on leave

People have to make several rounds to get their works done at the Haryana Shehri Vikas Pradhikaran (HSVP) as the Estate Officer (EO) is on leave and the additional change has been given to vigilance department’s Vimal Deep.

Estate Officer Ashutosh Rajan is on leave since June 6 and the administrator has been transferred by the Haryana Government on May 20 and appointed as the Deputy Commissioner of Charkhi Dadri. The additional charge of the administrator has been given to the chief administrator, who as per sources had the task of framing policies, ordering enquiry and reviewing planning. Works of public are not being carried out as per the charter.

According to information, more than 470 files were pending, which include occupation certificate, building plans and transfer of property. About 90 to 110 files were being cleared by the EO daily.

The Estate Officer is on leave since May 6 and the chief administrator has now given the additional charge to the XEN of the Vigilance Department, Vimal Deep. It is pertinent to mention here that Vimal had handled the task of the EO for about six months before the joining of Ashutosh Rajan. As Vimal had been looking after the Vigilance, he could devote only half day for clearing files as the EO. As per rules, the HSVP can appoint HCS officer for the post of EO and if the EO is on long leave, then his charge was given to the HSVP secretary. But this time, it has not been done so.

Rohit Kumar, a resident of Sector 5, in MDC said he had applied for the approval of building plan on June 4 but the authorities were yet to mark the file for holding survey. He said the only answer he gets was that the Estate Officer was on leave and the file would be cleared only after he returns.

Rajesh Kumar of Sector 26 said he had applied for occupation certificate but his file is still pending with the HSVP. He said when he visited the office, no one listened to his grievances and the only reply he got was that his work would be done after the EO returns. — TNS
