Two weeks after a youth was found dead in the canteen of closed building at Dr Vidya Sagar Institute of Mental Health, the city police have nabbed two persons on the charge of culpable homicide, not amounting to murder, while one of their accomplices was yet to be arrested.

The victim identified as Mukul alias Rahul Bhilla was a drug addict and had reportedly died due to drug overdose. The police had initiated action under Section 174 of the CrPC.

Now a fresh case under Sections 304, 34 of the IPC and Section 32 of the NDPS Act has been registered against them on the statement of victim’s mother Anju, a resident of Karampura locality. Those arrested were identified as Malkit Singh alias Kaka and Dinesh alias Guddu, both residents of mental hospital quarters. Their accomplice Kapil a resident of Karampura was still absconding.

According to the complainant the accused had provided and consumed drugs with Rahul and when his condition deteriorated, they fled leaving him behind. The canteen was locked for the past many years.

On Monday, Bhilla took the scooter of his friend but did not return home. Members of his family tried to trace him but without any success. Later some people found abandoned scooter near the spot and informed the police. The police reached the spot and found his body.

They apparently gained the entry into the canteen from the broken wall and went on the first floor of the canteen and consumed drugs.
