College principals told to adjust displaced lecturers

The Directorate of Higher Education (DHE) has told principals of government colleges across the state to adjust displaced extension lecturers in vacation/exam period too if sufficient workload is available.

The DHE has also asked the principals to adjust 28 extension lecturers of various districts who got displaced either due to the shortage of workload or appointment/transfer of regular lecturers in place of them. A list having details of such lecturers has also been dispatched to the principals.

Sources said the DHE issued the directive acting on the complaints lodged by displaced extension lecturers, stating that principals of some colleges were not adjusting them in the name of vacation/exam period while they were, as per rules, duty bound to adjust them.

“It is a violation of guidelines if any principal does not adjust displaced extension lecturers even in vacation and exam time. As the state government has approved the guidelines, hence the violation can make the concerned liable of departmental proceedings. Furthermore, persons having bonafide experience certificate from any government college and not having displaced proforma will also be considered,” states a communiqué sent to the principals from the DHE.

Rampal Badhwar, a leader of the All Haryana Extension lectures Association (AHELA), said around 2,000 extension lecturers had been working in government colleges across the state at the salary of Rs 25,000 per month.

“Displaced lecturers have to face a lot of problems in getting adjustment as principals of other colleges avoid adjusting them immediately despite having sufficient workload for him/her. Following the reason, they have to approach the DHE to get the adjustment,” said Badhwar, adding that since the DHE had a record of every extension lecturer, hence it should issue the order of adjustment of displaced lecturer on its own to curb any violation on part of principals.

He also said extension lecturers had not been paid salary for four months, while it’s a standing instruction from the DHE that the salary should be released by the seventh of every month.
