Land purchased for mega projects by private players in Haryana will come under the provisions of the Land Acquisition Act.

With the Haryana Government issuing a notification in this regard, the provisions of the rehabilitation and resettlement policy under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, will have to be implemented by the private players for the benefit of farmers whose land is sought to be purchased for the development of mega projects.

According to the notification issued by Navraj Sandhu, Additional Chief Secretary, Revenue and Disaster Management Department, the provisions of the rehabilitation and resettlement policy will be applicable “for the purchase of land through private negotiation by any person other than a specified person for an area equal to or more than 2,000 acres”.

Usually the benefits under the rehabilitation and resettlement policy under the Act are given to farmers whose land is acquired for development projects by the Haryana Government. However, now the benefits under the rehabilitation and resettlement policy will also be available to farmers whose land is purchased by private players for mega projects.

Under its rehabilitation and resettlement policy, the government compensates farmers, whose land is acquired for development projects, with liberal financial and other benefits.

These include acquisition rates ranging from Rs12 lakh to Rs40 lakh per acre, royalty of Rs21,000 and Rs42,000 per acre for 33 years depending upon the purpose for which the land is acquired and assured allotment of plots from 50 square yards to 350 square yards to farmers, besides certain other benefits.

Implications 

Usually benefits under the rehabilitation and resettlement policy are given to farmers whose land is acquired for development projects by the Haryana Government. However, now the benefits under the policy will also be available to farmers whose land is purchased by private players for mega projects.
