Bhavan Vidyalaya gets notice

CHANDIGARH: The District Education Officer on Friday issued a show-cause notice to Bhavan Vidyalaya, Sector 27, for conducting an entrance exam for admission to Class VI in violation of the Right to Education (RTE) Act, 2009.

The District Education Officer on Friday issued a show-cause notice to Bhavan Vidyalaya, Sector 27, for conducting an entrance exam for admission to Class VI in violation of the Right to Education (RTE) Act, 2009. The school has been asked to file a reply in this regard by February 18.

Under the RTE Act, no school can subject a child to screening procedure up to Class VIII. According to the Section 13(2)(b) of the Act, “No school or person shall, while admitting a child, collect any capitation fee and subject the child or his/her parents or guardian to any screening procedure. Any school or person, if in contravention with the provision of subjecting a child to screening procedure, shall be punishable with a fine.”

The order stated, “It has come to the notice of the department that your school has violated the RTE Act by adopting a screening procedure for admission to Class VI. You are directed to submit your comments in the matter by February 18 before 10 am positively through a special messenger to the office.” The registration was open for admission to Classes VI and IX from December 17, 2018, to January 19, 2019, in the school. As per sources in Bhavan Vidyalaya, they had conducted the exam in December.

Earlier also in 2015, the school had carried out a similar advertisement, but withdrew it after parents objected.

School puts up merit list

  • The school has also put up a merit list of the selected candidates (2019-20). As many as 28 children have been shortlisted by the school for admission, while three have been put on the waiting list.
  • The Ministry of Human Resource Development (MHRD) had said, "The objective of the Section 13(2)(b) of the Act is that schools adopt a procedure that is non-discriminatory, rational and transparent and that they do not subject parents and children to admission test and interviews in order to decide whether they should admit the child or not."
  • Education Secretary BL Sharma said, "We have asked the department to inquire on the basis of RTE Act. Subsequent action will be taken as per the law." Meanwhile, Bhavan Vidyalaya Principal Vineeta Sharma could not be contacted despite repeated attempts.
