Cabinet to meet tomorrow, Panchgram ordinance likely

The Haryana Government is likely to come out with an ordinance on Panchgram Development Bill 2018 and legislation for turning the area around the western peripheral expressway (KMP) into five new cities in a cabinet meeting to be held on Thursday.

The Tribune has learnt that a note in this regard is awaiting approval of Chief Minister Manohar Lal Khattar and the moment it is approved, the ordinance will be included in the agenda for the Cabinet meet.

Prime Minister Narendra Modi is scheduled to inaugurate the KMP expressway on November 19 and the government plans to bring the ordinance ahead of this so that no unplanned development starts there.

Earlier, in its meeting on September 26, the Haryana Cabinet had approved the Panchgram Development Bill 2018 for developing five new cities over an area of 50,000 hectares on each side of the Kundli-Manesar-Palwal expressway.

The Bill provides for establishment of Panchgram Development Authority (PDA), headed by the Chief Minister, with the Panchgram Development Commissioner as the Member Secretary.

The Bill also provides that no authority or person shall undertake any development within the Panchgram region of the type as the authority may, from time to time, specify by notification published in the official gazette.

“The concept includes development of five cities on the KMP expressway on 50,000 hectares on each side of the expressway, which will cover eight districts — Sonepat, Rohtak, Jhajjar, Gurugram, Rewari, Mewat, Faridabad and Palwal. While the entire vacant area between the KMP expressway and Delhi has been included in cities, the area on the outer side varies depending on development potential,” said an official spokesman.

Urbanisation of the region along the KMP expressway was inevitable. It was estimated that around 50 per cent of the total population of India would be residing in urban areas by 2050. In case of Haryana, the urban population would reach the 50 per cent mark before 2040, he said.
